Shaoneng Group Zhuji Paper Co., Ltd. Unbleached Paper Phase I Project---Paper Machine Technical Renovation Project---Automation Instruments and Control Valve Equipment Procurement Tender Announcement

Guangzhou Jiancheng Engineering Consulting Co., Ltd. (hereinafter referred to as the "Tender Agent") is entrusted by Shaoguan Nanxiong Zhuji Paper Co., Ltd. of Shaoneng Group  (hereinafter referred to as the "Tenderer") to conduct an open tender for the following tender project and invite qualified domestic bidding suppliers to participate in the bidding. The tender documents for this project (project number: ZJTM-2-I001) are now publicized, and the publicity period is from April 28, 2017 to May 2, 2017. The relevant matters are as follows:

1. Brief Introduction of the Bidding Project

(I) Project Name: Automation Instruments and Control Valve Equipment for the Technical Renovation Project of the 2# Paper Machine of the First Phase of the Natural Paper Project of Zhuji Paper Co., Ltd., Shaoneng Group

(II) Project No.: ZJTM-2-I001

(III) Project Category: Automation Instrumentation

(IV) Maximum bid price: RMB 4.6 million

(V) Bidding Content: Within the scope of this procurement list, automated instruments and control valve equipments that meet the description of product specifications, process parameters and technical indicators of the No. 2 paper machine technical transformation project. See user requirements and list for details.

(VI) Bid security deposit: RMB 80,000 is required for this project.

(VII) Eligibility criteria for bidding suppliers:

1. Any legal person with a business license of the People's Republic of China and the corresponding business scope can participate. The business license must pass the annual review;

2. The registered capital of the enterprise is RMB 10 million (inclusive) or above;

3. The bidder has good reputation and performance in similar projects in the past five years;

4. Must have the manufacturing license of the equipment being reported or the manufacturer's authorized agent certificate and other relevant qualification certificates;

5. Comply with the Bidding Law of the People’s Republic of China and other relevant national laws, regulations and rules.

6. This project only accepts bids from suppliers who purchase bidding documents from our company.

Service units that meet the above qualifications will be determined as bidders through open registration.

2. Bids from foreign companies are not accepted

(I) Publicity of Bidding Documents

If a supplier believes that the content of the bidding documents infringes upon its rights and interests, it may raise questions in writing to the tenderer or the bidding agent during the public announcement period or within seven working days from the expiration of the period. The questioning letter shall be signed. If the supplier in question is a natural person, it shall be signed by the person himself; if the supplier in question is a legal person or other organization, it shall be signed and sealed by the legal representative or the main person in charge and affixed with the official seal.

(II) The bidding agency only accepts bids from suppliers who have registered and purchased this bidding document.

(III) Time, place, method and price of registration and purchase of bidding documents:

1. Time for registration and purchase of bidding documents: April 28, 2017 to May 5, 2017 (including the publicity period), daily 09:00-12:00, 14:00-17:00 (Beijing time, excluding statutory holidays)

2. Registration and purchase of bidding documents: Business Department, 22F, Jiaye Building, No. 318 Dongfeng Middle Road, Yuexiu District, Guangzhou

3. Bidding document cost: RMB 500 per set, non-refundable after sale

4. Materials required for registration and purchase of bidding documents (copies must be stamped with the official seal of the bidding supplier):

(1) A copy of the business license or business entity certificate (the original copy shall be kept for inspection);

(2) Product manufacturing license and other relevant qualification certificates;

(3) Copies of contracts for similar performance in the past five years (provide key pages);

(4) Original certificate of the legal representative of the enterprise. If the enterprise is an agent, a letter of authorization from the manufacturer is also required;

(5) The original letter of authorization from the legal representative of the enterprise and a copy of the ID card of the authorized person;

Note: The bidding agency will verify the above information submitted by the registered suppliers, and will only accept applications from suppliers who have submitted the above information in full, and will only accept bids from suppliers who obtain the bidding documents directly from the agency.
